On September 13, 2013, the WCIRB submitted its January 1, 2014 Pure Premium Rate Filing to the California Department of Insurance proposing changes to advisory pure premium rates and the experience rating plan values used to calculate 2014 experience modifications. No experience modifications can be calculated until the plan values are approved by the Insurance Commissioner.
The Pure Premium Rate filing is separate from the January 1, 2014 Regulatory Filing (Regulatory Filing) which proposed changes to the Insurance Commissioner's regulations. In his Decision signed on October 17, 2013, the Insurance Commissioner approved all of the WCIRB's proposed changes as filed.
The Insurance Commissioner has scheduled a public hearing for October 28, 2013 regarding the WCIRB's Pure Premium Rate Filing. Once the record has closed, the Insurance Commissioner typically issues a decision within 30 days, and once issued, the WCIRB can begin calculating 2014 experience modifications. The WCIRB anticipates that all first quarter 2014 experience modifications will be issued within two weeks of receiving the Insurance Commissioner's decision.
The WCIRB Customer Service department experiences heavy call volume during this period. Insurers that are already enrolled in STAR Online can use the new online system to access experience modifications and also see why an experience modification has not been issued. STAR Online for agents and brokers will be available in late 2013.
Experience modifications are also available to insurers, agents and brokers using the WCIRB Online service. This service will be replaced by STAR Online, but will continue to operate into early 2014 to allow sufficient time for all users to transition to the new STAR Online system.
