The California Insurance Commissioner has issued a Decision regarding the WCIRB’s January 1, 2018 Pure Premium Rate Filing (Filing) which was originally submitted to the California Department of Insurance on August 18, 2017 and then amended on September 8, 2017 based on the WCIRB's evaluation of June 30, 2017 loss experience. (See Amended Pure Premium Rate Filing Submitted to CDI.) A public hearing regarding the Filing was held on October 5, 2017.
In his Decision, the Insurance Commissioner approved advisory pure premium rates that average $1.94 per $100 of payroll. The average approved pure premium rate is 3.0% less than the average of the approved July 1, 2017 advisory pure premium rates of $2.00 per $100 of payroll and 17.1% less than the July 1, 2017 industry average filed pure premium rate of $2.34.
The approved January 1, 2018 advisory pure premium rates differ by 1% from the pure premium rates proposed in the amended WCIRB filing, which averaged $1.96 per $100 of payroll, based on two adjustments to the methodology and data reflected in the WCIRB’s filing. First, the decision assumed additional savings in reduced lien filings attributable to Senate Bill No. 1160 and Assembly Bill No. 1244 based on lien filing information through September 30, 2017. Second, the decision reflected a slightly higher provision for unallocated loss adjustment expenses due to the anticipated effect of additional information being collected by the WCIRB in 2018 for use in the January 1, 2019 Pure Premium Rate Filing.
