Sean Cooper, FCAS, MAAA, has been named executive vice president and chief actuary at the Workers’ Compensation Insurance Rating Bureau of California (WCIRB). Cooper succeeds Dave Bellusci, who has retired from the WCIRB after 33 years of dedicated service.
In his role, Cooper serves as a member of the WCIRB senior leadership team and leads the actuarial and research departments and their functions.

Cooper has more than 30 years of experience as an actuary and leader in various property and casualty insurance roles. Prior to joining the WCIRB in November 2022 as executive vice president and deputy chief actuary, Cooper served as practice leader and senior actuary for the National Council on Compensation Insurance (NCCI). Earlier in his career, Cooper worked at USAA Insurance Company, Insurance Services Office and AmCOMP Inc.
Cooper has a bachelor’s degree in actuarial science from Florida A&M University. He is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries.
