WCIRB Pure Premium Rate Filings
Based on its analysis of data submitted by insurers, the WCIRB proposes changes to pure premium rates at least annually. Pure premium rates can be adjusted upward or downward. These proposed changes are the principal component of the WCIRB's pure premium rate filing.
Upon receipt of the WCIRB’s pure premium rate filing, the Insurance Commissioner may schedule a public hearing. The hearing date and location is posted on the WCIRB website along with the filing information.
At the hearing, members of the public may testify or submit written testimony. After the hearing, the Insurance Commissioner closes the public comment period and considers the WCIRB’s filing and testimony from the public.
Within 30 days from the close of the public record, the Insurance Commissioner issues a decision with respect to the filing. The Insurance Commissioner may accept, reject or modify the WCIRB proposal.
WCIRB Regulatory Filings
The WCIRB may propose changes to the California Workers' Compensation Uniform Statistical Reporting Plan—1995 (Uniform Statistical Reporting Plan) or the California Workers' Compensation Experience Rating Plan—1995 (Experience Rating Plan). Changes to the Uniform Statistical Reporting Plan and Experience Rating Plan are submitted in the WCIRB's Regulatory Filing.
Though not subject to approval by the Insurance Commissioner, the WCIRB occasionally revises advisory plans (i.e., California Retrospective Rating Plan, Large Risk Deductible Plan) and submits copies to the Commissioner.

Workers' Compensation Regulations and Pure Premium Rates
Shortly after the issuance of a decision on the Regulatory Filing, the WCIRB will publish updated copies of the Uniform Statistical Reporting Plan, Experience Rating Plan, Miscellaneous Regulations for the Recording and Reporting of Data—1995 and other publications as necessary. These publications are available in the USRP, ERP and Miscellaneous Regulations section. Hardcopy versions are also available for a small cost.
