Bill Mudge

Bill Mudge

President and Chief Executive Officer

Bill Mudge is the President and CEO of the WCIRB, which he joined in 2011 following a 30-year career in the California insurance industry.

At the WCIRB, Bill has led a historic transformation of the company to become a leader in research and analytics, and the development of customer-valued products and services that are integral to a healthy workers’ compensation system.

Prior to joining the WCIRB, Bill held insurance company roles that included founding CEO of CompWest Insurance Company, CEO of Golden Eagle Insurance Company and Chief Underwriting Officer and Chief Operating Officer at Industrial Indemnity.

Bill has also held roles as Insurance Consulting Partner at both PricewaterhouseCoopers and IBM. He began his insurance career in risk management for The Boeing Company in 1981.

Andrea Coleman

Executive Vice President and Chief Operating Officer

Andrea joined the WCIRB as COO in May 2022. As a member of the executive leadership team, Andrea plays a pivotal role in shaping the organization’s strategic direction. She leads the Finance, Human Resources, Customer Experience, Marketing, Classification and Test Audit, and Contact Center departments, driving operational excellence across the enterprise.

Andrea previously served as Managing Director for AIG's Northwest region, responsible for production, underwriting and field operations. With more than two decades of commercial property and casualty leadership experience, Andrea’s career also features underwriting and distribution leadership roles at Starr, CNA and Liberty Mutual.

Sean Cooper

Executive Vice President and Chief Actuary

Sean is an actuary and insurance executive with more than 30 years of experience in the property/casualty industry – primarily in workers' compensation.

Prior to joining the WCIRB, Sean worked at NCCI, where he oversaw the Legislative Analysis area and led several strategic initiatives, including the development of the transactional Indemnity Data Call. While at NCCI, Sean’s responsibilities included overseeing the reserves for the assigned risk pools, administration of the Actuarial Committee, ratemaking responsibility for several states and actuarial support for Customer Operations and Product Management.

Earlier in his career, Sean also worked at USAA Insurance Company, Insurance Services Office and AmCOMP Inc.

Sean holds a BS in actuarial science from Florida A&M University and is a Fellow of the Casualty Actuarial Society.

Kristen Marsh

Kristen Marsh

Senior Vice President and Chief Legal Officer

Kristen leads the WCIRB’s legal team, which is responsible for managing the WCIRB’s regulatory filing process, handles appeals before the California Department of Insurance (CDI) Administrative Hearing Bureau, monitors legislation that may impact the workers’ compensation industry, manages the WCIRB’s intellectual property and handles other corporate and legal issues. Kristen also oversees the WCIRB Classification and Rating Committee.

Kristen has been a member of the California State Bar for 20 years and was a litigator before joining the WCIRB in 2006.

Kristen is a graduate of the Coro Northern California Women in Leadership and a member of the Association of Professional Insurance Women.

Eric Cooper

Eric Riley

Senior Vice President and Interim Chief Information Officer

As Interim CIO, Eric leads WCIRB initiatives focused on leveraging technology to enable and empower WCIRB teams and customers.

Eric joined the WCIRB in 1986 and has a wealth of experience across the enterprise. Eric is the Senior leader of the Member Services team, responsible for publishing experience modifications as well as reviewing and auditing incoming unit statistical and policy data, and IT teams.
