Experience Modification Services

An experience modification (X-Mod) is an adjustment to an employer's premium based on comparing the employer's experience to the experience of its industry. Generally, an X-Mod of less than 100 percent reflects better-than-average experience and usually decreases the cost of the employer's workers' compensation insurance premiums. On the other hand, an X-Mod of more than 100 percent reflects worse-than-average experience and usually increases the cost of the employer's workers' compensation insurance premiums.

  • Web service that provides member insurers, including their authorized third-party administrators and managing general agents, and licensed agents and brokers with 24/7, real-time access to key risk-level data, including X-Mods, named insureds, policy addresses and assigned classification codes.
  • Access Through WCIRB Connect® – With Appropriate Permission or Using Authorize Tool

Experience Rating Worksheets with XML Companion File

  • Member insurers or their authorized TPEs may receive experience rating worksheets for their policyholders in the Adobe Acrobat PDF format in a single daily ZIP file. This electronic distribution includes an XML companion file that member insurers may use to automatically manage their experience rating worksheets.

Does Not Qualify Letter

  • Member insurers may receive Does Not Qualify (DNQ) letters for their policyholders in the Adobe Acrobat PDF format in a single daily ZIP file.

Experience Rating Worksheet Data (WCRATING)

  • Member insurers may obtain experience rating worksheet data for their policyholders in the WCRATING format for issued and withdrawn rate sheets via Managed File Transfer (secured) and/or through WCIRB Connect.

Experience Modification Subscription

  • This data product contains experience modifications with the corresponding WCIRB assigned classification(s), policyholder name, address and other policy information. It also includes a "does not qualify" (DNQ) indicator for those policyholders that do not meet the eligibility threshold for experience rating. 
  • This product is sent via Managed File Transfer (secured) and is available on either a daily or weekly basis. A master file of then current experience modification information is included in this product at initial set-up. Subscribers may purchase a replacement master file for $500 at any time. Advisory Organization subscriptions do not include insurer-specific data (e.g., policy numbers and effective dates). Incremental weekly or daily updates contain experience modifications issued during the file period.

  • Spreadsheet-based application for insurers, agents and brokers to help policyholders understand how X-Mods are computed. The estimated X-Mods resulting from these applications rely on payroll, classification and claims information supplied by the user.

Robotic Process Automation

  • Allows authorized member insurers the opportunity to access X-Mods in WCIRB Connect using a robotic process automation (RPA) service. The RPA service allows authorized insurers to automate the retrieval of X-Mods, which would otherwise have to be accessed manually.

  • Advisory Organization subscribers must be registered advisory organizations in good standing per Insurance Code Sections 11750.1(c) and 11753.

Policyholder Ratesheet Request

  • An experience rating worksheet, or ratesheet, provides an X-Mod to qualified policyholders. The rating percentage is calculated based upon the policyholder's audited payroll and losses for three consecutive policy periods, as reported to the WCIRB by the policyholder's insurance company.
