Compensation Data Exchange LLC (CDX)

Account Setup

CDX is an Internet-based service for the transmission of workers’ compensation data between insurers and data collection organizations. The WCIRB, along with other Data Collection Organizations (DCOs), is a CDX partner and participates in the operation of the service. The CDX website provides a CDX User Guide.

  • Insurers
    If you are an insurer, please complete the CDX Insurer User Management Group (UMG) Primary Administrator Application to gain access to CDX. Once you have completed the form, press the "Submit" button to apply. You will receive a link to a printable version of the form, along with further instructions. 
     
  • Insurers using third party entities (TPEs)
    To protect the integrity of the data reporting and submissions process, the WCIRB requires that an insurer formally designate its TPE(s) through an indemnification agreement with the WCIRB. See more information on TPE(s) in the Using Third Parties section.

    Once the insurer executes the indemnification agreement and obtains CDX access, the insurer can request that CDX associate the TPE with their company or companies so that TPE User IDs can be created. 

CDX File Naming Convention

Format:     AAEP_SSSSSC_RRRRR_CCYYMMDDHHMM.FFF

Where:

  • AA = Type of data
    • UB = WCSTAT        Unit Stat data in BEEP format (ASCII)
    • UD = WCSTAT        Unit Stat data in WCIO tape format (EBCDIC)  
    • PP = WCPOLS        Policy data in PEEP format (ASCII)
    • PD = WCPOLS       Policy data in WCIO tape format (EBCDIC)
    • MC = WCMED        Medical transaction data
       
  • E = Source
    • E = CDX
    • D = Direct FTP
       
  • P = Data type
    • P = Production
    • T = Test
       
  • _ = One underscore delimiter for readability
     
  • SSSSS = Sender Carrier/State Code (preceded by ZEROS if code is less than 5)
    If the insurer is multi-state or has been assigned an NCCI carrier code, use the 5-digit NCCI carrier code. Otherwise, use the 3-digit California carrier code preceded by two zeros.
     
  • C = Sender Type
    • C = Carrier     
    • T = TPA/TPE
    • D = DCO
       
  • _ = One underscore delimiter for readability
     
  • RRRRR = Receiver Carrier/State Code (preceded by ZEROS if code is less than 5). 
    The WCIRB California’s code is 00004.

  • CCYYMMDDHHMM = Date and Time
    • CC = Submission Century (i.e., 20)
    • YY = Submission Year (i.e., 03)
    • MM = Submission Month (i.e., 01 thru 12)
    • DD = Submission Day (i.e., 01 thru 31)
    • HH = Submission Hour (on a 24-hour clock [i.e., 01 thru 24])
    • MM = Submission Minute (on 60 minute hour [i.e., 01 thru 60])
       
  • .FFF = File Extension
    • .BIN = Binary
    • .TXT = Text
